Neither is better, they solve different problems. Two inches softens the surface of a bed that is nearly right, so it suits a mattress you find slightly too firm rather than uncomfortable. Three inches changes the feel enough to notice, which is what you want if the bed actively bothers you. If you are unsure, three is the safer choice, since a 2 inch topper that turns out to be too thin cannot be added to.

One inch of foam, which affects three things. The 3 inch version changes the feel more noticeably, cushions the hip and shoulder further before you reach the mattress, and raises the bed enough that fitted sheets often stop fitting. The 2 inch version does less to the feel but keeps the bed close to its original height.

More often than a thicker one, but check the arithmetic first. A 12 inch mattress with a 2 inch topper measures 14 inches, which needs a deep pocket sheet rather than a standard one, since standard pockets stop at about 12 inches. If your mattress is 10 inches or under, most sheets will cope. Two inches is the depth least likely to force a second purchase, not the one guaranteed to avoid it.

Not in any useful form. Below 2 inches, foam compresses too far under body weight to change how the bed feels, so what you find at that depth is a mattress pad rather than a topper. A pad adds a thin quilted layer and protects the mattress, which is a different job from changing firmness.

Yes, if the foam is dense enough. A high-density 2 inch topper adds a supportive layer on a mattress that has gone soft on top, which is the opposite of what most people expect a topper to do. A low-density or quilted one will soften the bed instead, so density rather than thickness decides the direction.

Two inches is usually the right depth up there, and not only for comfort. A topper raises the sleeper closer to the top of the guardrail on a bunk, and on a lofted dorm frame it reduces the headroom you have sitting up. Thin is the safer choice on any bed you climb into.

A sofa bed has to close with the bedding in place, and two inches of foam bends enough for the mechanism to work where thicker foam resists. Check the fold once before committing, since mechanisms vary, and toppers cut for sofa beds are sized for that job.
